HBCK2 {{setRegionState <PRIMARY_ENCODED_REGIONNAME>,<replicaId> <STATE>}}
throws a NullPointerException.
{{formatSetRegionStateCommand}} uses Integer.getInteger(), which reads a system
property instead of parsing the string, so replicaId is null and the replicaId
> 0 check fails. The existing test calls setRegionState(conn, region,
replicaId, state) directly, so it misses this.
