With HBASE-27826, FSFT manifest file (.filelist file) stores all the
Reference/HFileLink information and there will be a new version of manifest
file with FSFT V2.
This Jira targets to support the auto migration of manifest file (v1 -> v2) via
HMaster procedure to handle the scenarios of Rolling Upgrades where not all the
regionservers are on the latest version.
