I guess the problem is the official npm site has been blocked in China.
FWIW, mvn install and mvn site are in different life cycles, one is the
default(build) lifecycle, the other is the site lifecycle, so in general we
should not build web site while executing mvn install.
And we do have a site check in our pre commit check when site related resoures
are changed.
