I noticed PR #7304 also made changes to `FSTableDescriptors.java` and `HbckChore.java` via [FSUtils.isLocalMetaTable()](https://github.com/apache/hbase/pull/7304/files#diff-240b798d795405da1571cf446135d43346f17c09849773fd2508e8d1b6d1dd4eR1056).
