Review Comment:
   Maybe a safer way is to leave TableStateManager as null, and after 
initializing the necessary components, we create TableStateManager and set it 
to AssignmentManager? And in AssignmentManager related code, we check whether 
TableStateManager is null, if it is null, we skip some checks(and maybe also 
confirm that whether this is valid).
