Review Comment:
   Yes, the HFileBlock containing the row to be retrieved by a Get may already 
be in BlockCache. However, if there are multiple StoreFiles, all of them still 
need to be read to construct the Get result and extract the required Cells. 
This process is repeated for every Get, even when all the necessary HFileBlocks 
are already present in BlockCache.
   
   With the row cache, this process only needs to be executed once. After the 
row cache is created, subsequent Gets can use the cache instead of repeating 
the entire process. While this introduces a small amount of cache overhead, the 
row cache is maintained in addition to the existing HFileBlock cache.
