Why do we need a new implementation of RSProcedureDispatcher? I think here we can introduce a retry limit, by default it is -1, which means infinite retry, which keeps the old behavior, and if set to a positive value, we will schedule SCP when reaching the limit? -- This is an automated message from the Apache Git Service.
