If it would 3 we wouldn't have this problem. :) In the assignmentManager.getRegionStates() we only have 1 online and 2 offline regions for hbase:meta only the 1 online will be returned here https://github.com/apache/hbase/blob/master/hbase-server/src/main/java/org/apache/hadoop/hbase/master/assignment/RegionStates.java#L243-L245 -- This is an automated message from the Apache Git Service.
