Description:
Since https://issues.apache.org/jira/browse/HADOOP-16524, Hadoop can reload SSL
keystore without restarting.
It can be adopted to HBase similarly.
It is painful to rolling-restart HBase master and all the HBase regionservers
on large cluster in order to refresh ssl keystore every year.
