Hmm...I'm not certain that there's any way to handle this in Guacamole that's
not already been implemented. It's possible in the Full Screen mode, which
includes Keyboard Lock, that you'd be able to do this and have it captured
remotely and ignored by the local system. However, Ctrl+Shift is a pretty
common modifier for other things, both locally on the client systems and also
any remote systems (particularly RDP), so making it place nicely with both is
going to be tricky.
