In a configuration with JDBC, LDAP, and TOTP modules enabled and loaded, if you 
create a local group, disable TOTP for that group, and add a LDAP user to the 
group, the LDAP user is still required to enroll in and complete TOTP 
authentication, which means that the group-level settings are not being 
applied, at the very least during the authentication process.
