I am only able to reproduce this failure under one set of conditions on Debian
12:
* Download the 1.6.0 tarball from the website.
* Extract the tarball using root privileges.
* Attempt to build (even with root).
If I download the tarball and extract and build under a non-root account, it
works fine. Also, after extracting under the root account, if I "chown
root:root ." in the source directory, the build proceeds without issue.
So, seems to be something to do with ownership of the files in the tarball,
particularly if that ownership is preserved during extraction (which can only
happen using root or sudo).
