PoolFactory allows setting each thread to maintain it's own connection by
calling PoolFactory.setThreadLocalConnections(true). Some of the legacy
integration tests test both values of this flag, but they are disabled. We need
to write a test for this functionality in the new framework.
Note: This functionality is referred to in the disabled tests as sticky vs
non-sticky.
