GEODE-7864: Clean up InternalResourceManager (#6007)
- Remove duplicate fine-level logging from deliverEventFromRemote()
- Replace cache.getLogger() with LogService.getLogger()
- Remove redundant assignment of "closed"
- Clean up raw use of parameterized classes
- Clean up other static analyzer warnings
