GEODE-8770: RollingUpgradeDUnitTest assigns ports (#5819)
RollingUpgradeDUnitTest now assigns available HTTP and JMX ports when
launching and rolling locators, rather than using the default ports.
This allows the tests to run in parallel outside of docker.
