Create a new ServerLauncher that is to be used to bootstrap a server in a
separate Java Process with ClassLoader isolation.
Using BootstrappingService and ModuleService.
This Launcher will be in a separate Geode module {{geode-launchers}} and not be
dependent on {{geode-core}}
