Description: Create a ManagementService interface. The ManagementService
will configure and start Geode (create a Cache given some configuration
properties) after the BootstrappingService has bootstrapped the environment and
loaded the relevant modules. (was: Create a ManagementService interface, which
will be used to create a cache given some configuration.)
