Summary: Build job(s) should include resolveDependencies task

The recent BOM changes broke the resolveDependencies task (as the BOM was
required but was note declared as a dependency), but this went undetected in
both the precheckin and main CI pipelines, as the task is only targeted in the
creation of test images.
This task should be a part of the Build test job, to prevent image breakage in
the future.
