What:
We should refactor the CreateRegionCommand to build a RegionConfig object
instead of RegionFunctionArgs.
Why:
We would like RegionConfig to be the source of truth across all commands.
RegionFunctionArgs was created because the config objects were not available
before. The uniform source of truth for our commands makes it possible for us
to create a single object to be sent from a cli to a rest endpoint.
