Internally, we use the implicit member group "cluster" for any configuration 
elements that apply to every member.  While it might seem nonsensical for a 
user to name a group "cluster" that contains only some and not all of the 
cluster, this should discouraged in the documentation, as its use will result 
in unexpected behavior.
