The `Binaries` job in `.github/workflows/rc.yml` (step "Build bundled JAR
and docs", which runs `mvn ... clean install` through
`ci/scripts/jni_full_build.sh`) fails while loading the project:

LocatorWiring but the 2nd parameter pluginDescriptorCache of
com.gradle.maven.internal.a.<init> is not @Nullable

**Cause:** The job uses the Maven preinstalled on the runner. Runner image
`ubuntu24/20261004.327` upgraded Maven from 3.9.16 to 3.10.0 (per the
actions/runner-images release notes). The last passing run used image
`ubuntu24/20260927.320` (Maven 3.9.16). `com.gradle:develocity-maven-extension`
2.5.0 (`.mvn/extensions.xml`) is not compatible with Maven 3.10.0.
**Reproduction (local, no CI needed):** With Maven 3.10.0 and the extension
at 2.5.0, `mvn -N validate` fails with the error above. With Maven 3.9.12 it
passes.
**Expected:** The build loads on Maven 3.10.0. Bumping the extension to
2.6.0 (on Maven Central since 2026-09-24) fixes it: `mvn -N validate` passes on
both Maven 3.9.12 and 3.10.0.
Any CI job that uses the runner's Maven could hit this when its runner image
moves to Maven 3.10.0, not only `Binaries`.
