### Describe the enhancement requested As mentioned [here](https://github.com/apache/arrow/issues/49740#issuecomment-4706068908), the Arrow specification does not mention [here](https://arrow.apache.org/docs/format/Intro.html#variable-length-binary-and-string-view), [here](https://arrow.apache.org/docs/format/Columnar.html#variable-size-binary-view-layout), and [here](https://arrow.apache.org/docs/format/CDataInterface.html#binary-view-arrays) whether the data buffers of Binary|String View can be null or not, and this has already become problematic [here](https://github.com/apache/arrow/issues/49740#issue-4261535816). ### Component(s) Documentation -- This is an automated message from the Apache Git Service.
