### Describe the enhancement requested Basic run end encoding/decoding support was added in https://github.com/apache/arrow/issues/34382, as part of the larger work to support the REE layout in https://github.com/apache/arrow/issues/34176. Support for Decimal32, Decimal64, and Float16 (HalfFloat) can now be added.
