### Describe the enhancement requested R downloads pre-built Apache Arrow C++ binary from `https://apache.jfrog.io/ui/native/arrow/r/${VERSION}/libarrow/bin/`: https://github.com/apache/arrow/blob/279fc59f202f38d8d3d4556c1281830116858162/r/tools/nixlibs.R#L968 Can we change the URL from apache.jfrog.io to asset URLS of GitHub release? For example, we have some assets in 19.0.1 release: https://github.com/apache/arrow/releases/tag/apache-arrow-19.0.1 We want to stop using apache.jfrog.io.
