### Describe the enhancement requested GitHub Discussions is being enabled for the repo in ht and changes in arrow site and issue template is being updated. We should also update the Developers guide accordingly https://arrow.apache.org/docs/developers/guide/communication.html GitHub Discussions is being enabled for the Apache Arrow repository in https://github.com/apache/arrow/issues/45813. Along with that, changes are being made to the Arrow site and the issue template.
