### Describe the enhancement requested
Doing so will theoretically allow other projects to embed arrow as a
subproject and simply call:
```python
arrow_dep = declare_dependency('arrow')
```
To compile/link against the Arrow library. After the next Arrow release,
this could also be used to add arrow to Meson's WrapDB
