### What feature or improvement would you like to see? Conda has been exceptionally flaky recently and doesn't seem to be getting better. It's a pain having to retry CI so often so we should wrap mamba/conda and retry it automatically if it seems the error is simply flakiness. -- This is an automated message from the Apache Git Service.
