### Describe the enhancement requested Moving the Java implementation and the Go implementation out of the main repo has also moved some of our License requirements to those repositories. We should remove the parts on our current LICENSE and NOTICE that do not apply anymore. There's also possibly a lot of references on the license that might not apply anymore.
