### Describe the bug, including details regarding any error messages, version, and platform. SO (shared object) versions are written literally in `dev/tasks/tasks.yml`: https://github.com/apache/arrow/blob/aab7d81aeec1e8f106bdda953cdeb00f7f78b355/dev/tasks/tasks.yml#L498-L569 So we can't use `dev/release/03-binary-submit.sh` on main to release.
