### Describe the bug, including details regarding any error messages, version, and platform. https://arrow.apache.org/docs/python/generated/pyarrow.csv.ParseOptions.html#pyarrow.csv.ParseOptions.delimiter This link just opens the csv.ParseOptions documentation, but I would expect it scrolls me down to the delimiter parameter considering that I have linked to it in the URL. One thing to note is that if I am already on this documentation and manually change the URL to link to a parameter it scrolls me down to it as expected, but if I am opening the website with an existing link it doesn't do anything. ### Component(s) Documentation -- This is an automated message from the Apache Git Service.
