### Describe the bug, including details regarding any error messages, version, and platform. We upgraded a java app's JRE to 21 and the java app apparently uses arrow, it reported this: > java.lang.RuntimeException: Failed to initialize MemoryUtil. Was Java started with `--add-opens=java.base/java.nio=ALL-UNNAMED`?
