If you’re targetting a webbrowser, make the language selectable in the software itself. Anything else is an affront: both geolocation and browser language preferences fail, e.g. when in an Internet Café in a foreign country. Make it easily enough reachable and discoverable so it’ll be of use to all kinds of users. Then set the language of the application based on it and, perhaps, even store the chosen language in a cookie.
