I don't know if pkg-config is available to Windows users, but in case it
is, this would do as well:
QT_CONFIG -= no-pkg-config
CONFIG += link_pkgconfig
PKGCONFIG += /path/to/openssl/lib/pkgconfig/openssl.pc \
/path/to/openssl/lib/pkgconfig/libssl.pc
