If you didn't specify it before, it meant installing at /usr/local/Qt-5.9.1 on Unix, though I think on Windows it defaulted to not installing. So, indeed, that's an unintended side-effect of merging the configures in Qt 5.9: Windows now has the Unix default of installing.
