Nothing special: configure -opengl desktop -no-compile-examples -mp
I have 8.0 and 8.1 folders in "C:\Program Files (x86)\Windows Kits", I assume it's using 8.1SDK. The compiler is VS2013 x64. I'm not sure if it's because it's deprecated or my configure flags, but QtDeclarative wasn't built for me.
