I proceeded to test with 5.4 beta, and

QStandardPaths::writableLocation(QStandardPaths::PicturesLocation);

is a non empty path, but not writable on iOS, but

QStandardPaths::writableLocation(QStandardPaths::DataLocation);

appears to work.

Maybe fixed in 5.4 final?
