But then you are confined to the space inside the window.  I'm talking about 
sliding panels around the edges of the desktop, without having to first make a 
window that covers the whole desktop, or without having to pre-allocate a 
window that is as big as the panel will ever be, and leave it there all the 
time.  Even if you make it look transparent, it still handles events unless you 
do something to make it transparent to events too.  But you don't want it to be 
transparent to all events, because you need a way to open the panel...
