I guess that depends on how you define "KDE project", as I said its hosted on KDE infrastructure, it has (at least in the past) been worked on by people which are active in KDE. But the project itself does not have any KDE dependencies (AFAIK) and is hence more comparable to Qxt or Qwt, i.e. a third-party Qt-only library. The project was at least in the past also being worked on by Trolltech/Nokia employee's (what the status is today I don't know).
