Quitting compiz fixes it.  Suspending compiz also fixes it.

If I turn on "sync to vblank" in compiz, I get wakeups.  If I turn it
off, I don't get wakeups.  I'm having trouble reproducing this on
nouveau, but I don't know if that means anything.
