I am not a cyrux expert, but why are you worried that a core is loaded? It means that the core is working on the task. Does the performance of the server suffer because of this (response time to users, etc)? I think that monitor for detect a high load in a core isn't appropriate measure of performance. It can be useful for detected a hanged process that takes all your cpu, or historical usages of the cores, but not for other purposes.
