I can just say, that I have strange behaviour in 2.3 about quota. Does it come from our migration, I can't say. Sometimes people have very smal quota, sometimes 4000% overquota. Each time, reconstruct + quota -f and once delete indexes as neither reconstruct nor quota -f solved the problem.
