Debian uses /dev/urandom for a long time:

And according to the logs I have, after a pop3 process got stuck other
IMAP users can still log in using TLS+PLAIN, so entropy can be ruled
out.

OK. Still the symptom seems to be different from what I'm seeing. Could it be that you have a process limit in /etc/cyrus.conf?
