Cyrus itself attempts to db_recover at startup. Or at least it used
to...
It is the reason why you run "ctl_cyrusdb -r" as the very first
startup
item.
Sadly and if automated, this can "feeze", preventing Cyrus IMAP Server
from starting properly. It happened once or twice in large-scale
deployments we made and the eradication of that bug is still in my
TODO.
