This seems to be a problem with the version you have installed. Either of the version of cyrus-imapd you have installed or with the version of perl you have installed or with a combination of the two. At least for me, cyrus-imapd 2.2.12 (includiung sieveshell) works perfectly well. But I'm on a Debian system, so this must have something to do with the way RHEL has been set up (regarding the way the packages are compiled).
