Not necessarily. I wrote a "user creation" script which makes the standard mailboxes, including Trash, and sets a 14-day expiry for Trash. I explain the behavior to each user I set up, and I encourage them to configure their clients to "move to Trash" (if possible). Then they never even have to think about expunging.
