Suddenly I have a "Trash" folder in my Cyrus mailbox and the create/delete issue is now resolved.
I seem to recall a patch or config directive that will autocreate for each user certain root-level folders - Trash, Sent, Bulk, etc.
Though I'm confused as I don't recall our having this problem on another installation that I worked with.
