I assume that they are referring to the "reconstruct" command, which you will need to run for each user you have migrated. Make sure you run it as the cyrus user, like so:
su cyrus -c '/usr/local/cyrus/bin/reconstruct -f user.username'
Adjust the path and username for your site.
