There isn't the concept of a "site-wide" filter in Sieve. Each user needs their own Sieve rules. It isn't difficult to install a standard Sieve script for each user and that can be done after the fact or as a part of the process of creating an email account.
I believe the University of Athens has released a patch that can do this sort of thing.
