I use the MailAdmin project http://mailadmin.sf.net/ It doesn't handle backup/restore of cyrus, but you can create users, change passwords, quotas, set ACL's, etc.
Users can log in and change their own passwords and ACL's, which I find to be very usefull.
It only works with the sasldb for now.

I use horde/imp and smartsieve for my sieve filtering. I use MailScanner/Spamassassin for the virus and spam filtering.
