Do you mean prevent them from removing messages? Why would you want to do this on someone's INBOX?
You should be able to do this by removing their 'd' right, but since users always have the implicit 'a' right, if they are savvy they can reinstate the 'd' right for themselves. Also note that this won't prevent the POP3 DELE command from working.
